Substance Use | Harm Reduction Program

Promoting Health and Dignity Through Harm Reduction

The Harm Reduction Program at LMAS District Health Department is dedicated to promoting the health, dignity, and well-being of individuals who use substances. We use evidence-based strategies to reduce the adverse effects associated with substance use, recognizing that every step toward safety and wellness is important.

Our philosophy is simple: everyone deserves access to respectful, non-judgmental care. We work to ensure that individuals can take control of their health in a way that fits their needs and goals.

Understanding Harm Reduction

Harm reduction is a public health approach that prioritizes practical strategies for minimizing the negative impacts of substance use. It respects individual autonomy, supports informed decision-making, and recognizes that recovery is not one-size-fits-all.

By meeting people where they are—without judgment—we foster connection, reduce harm, and improve public health outcomes. Research shows that harm reduction services not only save lives but also lead individuals to long-term recovery and wellness.

Peer Recovery Coaching

Support from Someone Who’s Been There

What Peer Recovery Coaches Do:

  • Serve as mentors and guides, helping individuals navigate the emotional and practical challenges of recovery

  • Assist with developing personalized recovery and safety plans

  • Offer help with relapse prevention strategies

  • Connect individuals with community resources for housing, transportation, treatment, employment, and more

Our coaches provide a powerful combination of empathy, lived experience, and practical tools—offering hope, motivation, and support at every step.

Community Health Workers

Bridging the Gap Between You and the Help You Need

  • Identify health issues and assist in finding appropriate services

  • Advocate for both individual and community health needs
